Since the launch of the “reform and opening up” policy in the late 1970s, Chinese provinces have emerged as active intergovernmental actors in international engagement. The talk examines how Yunnan Province, a landlocked and relatively underdeveloped province in southwest China, extends its “governance frontiers” through paradiplomatic practices
